EU Climate Requirements to Serbia

 

Serbia’s aspiration to become an EU member has acted as a major driver for climate change-related actions. To fulfil all the obligations of the EU, more ambitious measures need to be taken.

 

While the first set of environmental laws has been adopted in 2004, considerable progress has been achieved with the beginning of the process of European Union accession and the harmonization of national legislation with EU acquis.

 

According to the EC Progress Report, despite the progress, additional efforts are needed to further align with EU policies, such as 2020 targets and monitoring & reporting requirements. 

 

Preparations for alignment with emissions trading legislation are making progress with the support of the Instrument for the Pre-Accession Assistance (IPA). As it has been indicated in the EC Progress Report that priority should be given to the establishment of a monitoring, reporting, and verification (MRV) system for greenhouse gas emissions, Republic of Serbia initiated and conducts following IPA projects and activities:Creation of a monitoring, reporting and verification system for the successful implementation of the EU Emissions Trading System (EU ETS) in the Republic of Serbia (IPA 2012), Establishment of the mechanism for implementation of MMR (IPA 2013) and Developement of the Climate Change Strategy with an Action Plan (IPA 2014).
